Necro-Conda, Reanimated Snake Men Soldier!, is a new member of the Snake Men getting a figure in the MOTU Origins toy line, coming Spring 2024.
Necro-Conda is undead, hence the glow-in-the-dark. The figure is probably a Walmart Exclusive. The package art has been revealed, but other details are still upcoming.

NECRO-CONDA - Reanimated Snake men Soldier!
The Snake Men leave nothing to waste. Every Snake Men soldier sheds it's skin prior to serving in King Hiss' army. The Slithering Sorcerers then reanimate these skins to create undead Necro-Conda, the wriggling wraiths that haunt heroes with their life-draining fangs.
